Jedn\u00e1 se o Jednotn\u00e9 m\u011bs\u00ed\u010dn\u00ed hl\u00e1\u0161en\u00ed zam\u011bstnavatele (JMHZ), kter\u00e9 m\u00e1 nahradit n\u011bkolik samostatn\u00fdch hl\u00e1\u0161en\u00ed, kter\u00e9 dosud firmy pod\u00e1valy r\u016fzn\u00fdm st\u00e1tn\u00edm instituc\u00edm. P\u0159esto\u017ee z\u00e1kon vstoupil v platnost ji\u017e od 1. ledna 2026, jeho ostr\u00e9 zaveden\u00ed pro v\u011bt\u0161inu povinnost\u00ed nast\u00e1v\u00e1 postupn\u011b, s d\u016frazem na p\u0159echodn\u00e9 obdob\u00ed prvn\u00edch m\u011bs\u00edc\u016f roku.<\/p>\n\n\n\n<p>JMHZ byl zaveden jako centr\u00e1ln\u00ed, elektronick\u00e1 povinnost, d\u00edky kter\u00e9 budou zam\u011bstnavatel\u00e9 pravideln\u011b zas\u00edlat st\u00e1tu v\u0161echny kl\u00ed\u010dov\u00e9 \u00fadaje o zam\u011bstnanc\u00edch, jejich mzd\u00e1ch, odvodech, da\u0148ov\u00fdch \u00falev\u00e1ch \u010di benefitech \u2013 a to jen jednou m\u011bs\u00ed\u010dn\u011b jedn\u00edm hl\u00e1\u0161en\u00edm. Dosud bylo t\u0159eba tyto informace pos\u00edlat zvl\u00e1\u0161\u0165 nap\u0159\u00edklad na \u010ceskou spr\u00e1vu soci\u00e1ln\u00edho zabezpe\u010den\u00ed (\u010cSSZ), \u00da\u0159ad pr\u00e1ce, Finan\u010dn\u00ed spr\u00e1vu, Statistick\u00fd \u00fa\u0159ad \u010di dal\u0161\u00ed org\u00e1ny. JMHZ tyto procesy sjednocuje a st\u00e1t si n\u00e1sledn\u011b \u00fadaje distribuuje intern\u011b.<\/p>\n\n\n\n<p>Z\u00e1kon \u010dj. 323\/2025 Sb., kter\u00fd zav\u00e1d\u00ed JMHZ, sice plat\u00ed od 1. ledna 2026, ale praktick\u00e9 povinnosti se rozb\u00edhaj\u00ed f\u00e1zov\u011b. Od 1. dubna 2026 se spou\u0161t\u00ed ostr\u00fd re\u017eim syst\u00e9mu a zam\u011bstnavatel\u00e9 mus\u00ed nejen reportovat data za aktu\u00e1ln\u00ed m\u011bs\u00edce m\u011bs\u00ed\u010dn\u011b, ale tak\u00e9 zp\u011btn\u011b zas\u00edlat \u00fadaje za prvn\u00ed t\u0159i m\u011bs\u00edce roku (leden, \u00fanor a b\u0159ezen) v obdob\u00ed od 1. dubna do 30. \u010dervna 2026. Ka\u017ed\u00e9 z t\u011bchto t\u0159\u00ed hl\u00e1\u0161en\u00ed se pod\u00e1v\u00e1 samostatn\u011b za .<\/p>\n\n\n\n<p>Do konce b\u0159ezna 2026 se je\u0161t\u011b nepou\u017e\u00edvaly star\u0161\u00ed v\u00fdkazy jako nap\u0159\u00edklad \u201eP\u0159ehled o v\u00fd\u0161i pojistn\u00e9ho\u201c (PVPOJ) nebo v\u00fdkaz k dohod\u00e1m o pracovn\u00ed \u010dinnosti. Povinnost odv\u00e1d\u011bt soci\u00e1ln\u00ed poji\u0161t\u011bn\u00ed a dan\u011b v\u0161ak z\u016fst\u00e1v\u00e1 beze zm\u011bny \u2013 jen se m\u011bn\u00ed zp\u016fsob hl\u00e1\u0161en\u00ed.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Co to znamen\u00e1 pro zam\u011bstnavatele a HR<\/strong><\/h3>\n\n\n\n<p>Od dubna 2026 budou muset v\u0161echny firmy:<\/p>\n\n\n\n<p>registrace a doregistrace zam\u011bstnavatele a zam\u011bstnanc\u016f \u2013 v prvn\u00edch dnech provozu syst\u00e9mu mus\u00ed zam\u011bstnavatel\u00e9 doplnit \u00fadaje, kter\u00e9 nov\u00fd syst\u00e9m vy\u017eaduje, aby mohli pod\u00e1vat JMHZ.<\/p>\n\n\n\n<p>pod\u00e1vat JMHZ elektronicky ka\u017ed\u00fd m\u011bs\u00edc \u2013 v term\u00ednu od 1. do 20. dne n\u00e1sleduj\u00edc\u00edho m\u011bs\u00edce; \u00fadaje se pod\u00e1vaj\u00ed p\u0159es \u010cSSZ (nap\u0159. datovou schr\u00e1nkou, e-port\u00e1lem \u010cSSZ nebo API).<\/p>\n\n\n\n<p>zahrnout v\u0161echny pracovn\u00edky &#8211; do syst\u00e9mu budou zahrnuti i zam\u011bstnanci na dohod\u00e1ch, pracovn\u00edci se mzdou pod ur\u010ditou hranic\u00ed \u010di ti, kte\u0159\u00ed nebyli d\u0159\u00edve evidov\u00e1ni u \u010cSSZ.<\/p>\n\n\n\n<p>Syst\u00e9m JMHZ je slo\u017een z v\u00edce \u010d\u00e1st\u00ed: souhrnn\u00e9, pojistn\u00e9 a individualizovan\u00e9, kter\u00e1 obsahuje detailn\u00ed \u00fadaje o jednotliv\u00fdch zam\u011bstnanc\u00edch, jejich mzd\u00e1ch, odvodech \u010di dan\u00edch.<\/p>\n\n\n\n<p> <strong>P\u0159\u00ednosy i v\u00fdzvy<\/strong><\/p>\n\n\n\n<p>Z dlouhodob\u00e9ho hlediska m\u016f\u017ee JMMZ skute\u010dn\u011b zjednodu\u0161it administrativu, proto\u017ee sni\u017euje po\u010det samostatn\u00fdch hl\u00e1\u0161en\u00ed. Zam\u011bstnavatel\u00e9 z\u00edskaj\u00ed jednotn\u00fd syst\u00e9m, p\u0159es kter\u00fd budou pos\u00edlat informace st\u00e1tu, kter\u00fd je n\u00e1sledn\u011b distribuuje relevantn\u00edm org\u00e1n\u016fm.<\/p>\n\n\n\n<p>Na druh\u00e9 stran\u011b je p\u0159echodn\u00e9 obdob\u00ed n\u00e1ro\u010dn\u00e9. Preparace mzdov\u00fdch syst\u00e9m\u016f, \u0161kolen\u00ed zam\u011bstnanc\u016f HR a payroll odd\u011blen\u00ed \u010di pochopen\u00ed nov\u00fdch term\u00edn\u016f je v\u00fdzvou, zejm\u00e9na pro mal\u00e9 a st\u0159edn\u00ed firmy \u2013 a to i p\u0159esto, \u017ee samotn\u00e9 zdrav\u00ed a d\u016fchodov\u00e9 poji\u0161t\u011bn\u00ed z\u016fst\u00e1v\u00e1 hl\u00e1\u0161eno stejn\u011b jako dosud mimo JMHZ.<\/p>\n\n\n\n<p><strong>Z\u00e1v\u011br pro firmy<\/strong><\/p>\n\n\n\n<p>Zaveden\u00ed JMHZ je v \u010cesku pova\u017eov\u00e1no za jeden z nejv\u011bt\u0161\u00edch reformn\u00edch krok\u016f v oblasti reportov\u00e1n\u00ed od zam\u011bstnavatel\u016f za l\u00e9ta. Sice vy\u017eaduje \u00fasil\u00ed p\u0159i implementaci a d\u016fkladnou p\u0159\u00edpravu, jeho c\u00edlem je modernizovat komunikaci s \u00fa\u0159ady, zefektivnit tok dat a sn\u00ed\u017eit duplicitu \u00fakol\u016f.
